The premise of this paper is that systems engineering, as well as project management are all but universal, and that different projects should employ different management and organizational styles. Using a recently developed conceptual framework for project classification, this study suggests that a proper identification of project characteristics and adaptation of a suitable style is critical for success. To illustrate this concept, we analyzed the evolution and lessons learned from a complex high-tech defense system development project. The project, seen a priori as an extension of previous experience, turned out to be a completely new kind of effort, particularly in terms of complexity and new technology used for the first time. Management was not ready for this type of task, and it had initially chosen a traditional style that was successfully used by the company in previous projects. However, management realized that what worked in the past, does
not necessarily apply to all projects. When the project went into serious trouble, it had to be “saved,” by significant reconstruction and changing of management style. The result was extensive budget overrun and substantial delay in delivery. Using the classification framework for distinction among projects, we show that an early and careful analysis of project characteristics during the project conceptual and planning phases, could have led management to a different style right from inception, and might have helped avoiding many of the difficulties encountered along the way.
We conclude by a set of implications and recommendations to management at large, and system house organizations in particular.

Abstract: A biodegradable polymeric sheet may be configured to undergo biodegradation on the ground responsive to an exposure to free air and natural day light. The biodegradable polymeric sheet may include a first layer comprising polysaccharide at a weight % of between 15% to 50% and a polyester matrix, the first layer is configured to form a water barrier when in contact with water; a second layer comprising a polysaccharide at a weight % of at least 40% and a polyester matrix; and a third layer comprising polysaccharide at a weight % of between 15% to 50%, a polyester matrix and an additive configured to accelerate disintegration of the polymeric sheet when exposed to natural day light, the third layer is configured to form a water barrier when in contact with water.

Abstract: A method of delivering over the air, shelled portions of fluids or granular substances containing effective ingredients, to a target, includes the following stages: selecting a type and a size of the shelled portions containing the required effective ingredients, based on mission parameters and physical data of a scene containing the target; conveying the shelled portions to a delivery point, based on the mission parameters and the physical data; and ballistically delivering the shelled portions towards the target, wherein the shelled portions comprise fluids or granular substances covered by shells that provide the shelled portions a ballistic coefficient that is significantly higher than a ballistic coefficient of similar portions without the shells.

Patent number: 9285175
Abstract: An ammunition magazine contains an ammunition belt of linked ammunition cartridges to be fed into a machine gun, the magazine including a front opening, enabling a leading end of the ammunition belt to be accessible for feeding the machine gun and for linking with a trailing end of another ammunition belt, and a rear opening, enabling a trailing end of the ammunition belt to be accessible for linking with a leading end of another ammunition belt. An arrangement of consecutive and adjacent ammunition magazines allows movement of an ammunition belt from the distal magazine into the proximal magazine towards the machine gun during operation, enabling continuous feeding of ammunition belts into the machine gun. An ammunition loading system for conveying ammunition between a magazine platform and a hull region, including a lifting mechanism to lift an ammunition magazine into the magazine platform from the hull region.
